The option should now no longer be greyed out and you should be able to change the scaling option now, if your scaling option is already set to "full screen" then change it to something else and then change it back to "full screen", if your scaling option wasn't originally full screen then go ahead and set it to "full screen".
Save your changes in catalyst and then close it. Open up windows control panel, change your resolution back to your desired resolution mine was x , save changes and close windows control panel, restart if you wish.
Run your games I used Left for Dead 2 and there should now no longer be any black bars. Now go to the options and set your game resolution to whatever you want it mine will be the lowest x and once the game resolution has changed, you will see that there are still no black bars. Go ahead and try it out on all of your other games. This problem seems to be more of a laptop problem since laptops have displays that are their own while desktops have displays that are not their own because they are external displays.
But if you do have this problem on a desktop that is hooked up with an LCD or external display then please feel free to try this out, it may very well solve your problem, or it may not work at all, or it may work if you fool around with the display individually.
Please let everyone else know about how to remove these black bars, many people have made individual forums, threads, even websites dedicated specifically to this problem.
If you have had this issue and resolved it in the same way I have, and feel that I left something out, feel free to comment. Also if you have found another way to remove these black bars, please let us all know. Please post and comment to keep this thread alive so that more people with this problem may see it and receive help.

Since my OEM dosnt make any new drivers i have to download the desktop ones and modify themr. Because of that my Catalyst looks abit different and misses on option in "Advanced" view so i messed around with catalyst abit as you suggested and found out that it is there in the basic view under "Quick Settings" under the name "Notebook Panel Properties", so i was happy i finaly found it but then another problem arised.

Using the "legacy" Catalyst Control Center, the settings Shadur mentioned aren't even available in the Advanced view, which is ridiculous.
The "Resize to fit the desktop panel" option only works when you set the resolution through Windows lower than max mine's x also and then everything just looks blurry. Trying to set the rez back through Windows nullifies the resize setting in Catalyst.
I've tried everything I can think of, even tried installing Omega drivers, but those are apparently not being developed anymore because they're severely out-of-date and use old ATI drivers that are incompatible with Win7 and nearly destroyed my Win7 install. Anyone else? Solutions please?

I have been at this for hours and here's what worked for me on my macbook pro: 1 Uninstall whatever x driver you have in device manager this caused my display to go out, all black; had to shut it down with the power button. Thanks much!! This was on a HP laptop updated to win 7 64 ultimate installed. Had to use the HP 'health check' to properly update the drivers and catalyst. Had to go through their download process within the 'health check' interface.
Either way this was super-annoying and am happy that this fix worked. Your info was great, huge help. I just purchase my laptop and i was allready cheesed at this glitch, i guess we still have to let windows 7 have some space for error.
